These reports do not appear in the published minutes and reports of the Board of Regents.

History
The Illinois Board of Regents started operations in July of 1970 after being created as a governing board by the 75th General Assembly for the then unnamed Sangamon State University, Illinois State University and Northern Illinois University. The first chair of the board was Norris L. Brookens. The Board of Regents continued operations until 1995 when Governor Jim Edgar signed a bill that would abolish the Board of Regents and would merge Sangamon State University into the University of Illinois System, making it the University of Illinois Springfield. Today, the public universities of Illinois fall under the Illinois Public Higher Education Cooperative (IPHEC).
