Scope and Contents

Student papers and projects of Nelson Howarth's Spring 1972 class on Local Governmental Problems. The student papers were published together into a booklet entitled "An Analysis of Five Poblems of Local Governments in the Springfield (Illinois ) Statistical Metropolitan Area." Subjects include annexation, housing, implementation of the Emergency Employment Act, proliferation of local governments, and recreation.

Born in Green County, Indiana and raised on farms in Illinois, he received a law degree from the University of Illinois in 1934 and was an attorney in private practice when not in public office.
