Lowenthal, worked for the IIAA, discusses work in foreign aid programs in Chile, Argentina, and Washington D.C.: administrative and cultural problems, U.S. security policies, economic and technical assistance and development, and political involvement. He also talks about his work with UNESCO in Paris and with the Economic Commission for Latin America. Also mentions family, education, service as a Navy Air Force pilot, and learning foreign languages.
