Scope and Contents

This collection was reprocessed in February 2026; the original order was largely maintained. This collection contains the records of the Cookie Monster Day Care Cooperative, documenting the Center’s administration, finances, curriculum, and participation in state-funded programs. It is divided into five series: Administrative and Curricular Records, Illinois Department of Child and Family Services Compliance Records, Child Care Food Program Records, Illinois Department of Public Aid Contractual Records, and Financial Records.

Series I: Administrative and Curricular Records, 1973-1982 documents the organization and operation of the Center including its administrative structure and leadership; objectives and policies; curriculum; membership standards and rates; publicity; and day-to-day operations. Materials include by-laws, meeting minutes, annual reports, contracts, photographs, curricular materials, membership policies, CETA and student employment policies, and an employee manual. Arranged alphabetically.

Series II: Illinois Department of Child and Family Services Compliance Records, 1972-1982 contains forms and correspondence made in compliance with standards set by the Illinois Department of Children and Family Services which licensed and regulated the Center, including licenses, immunization forms, and employee informational forms and timesheets. Access to children’s records, staff records, and forms documenting medications administered by Center staff is restricted subject to approval by archives staff. Arranged alphabetically.

Series III: Child Care Food Program Records, 1979-1982 contains menus, inventories, manuals, forms, correspondence, payment reports, and related records documenting Cookie Monster’s participation in the Child Care Food Program, a federally-funded nutrition program operated by the State Board of Education. Arranged alphabetically.

Series IV: Illinois Department of Public Aid Records, 1977-1982 contains contracts, invoices, attendance sheets, and related records documenting the operation of a contractual program through which the Illinois Department of Public Aid paid Cookie Monster for child care services provided in families in need. Arranged alphabetically.

Series V: Financial Records, 1974-1982 includes bookkeeping notebooks, bank statements, financial statements, and tax forms documenting the financial transactions and operations of the Center. Access to bookkeeping records from 1977-1982 is restricted subject to archives approval due to the presence of personally identifiable information. Arranged alphabetically.

Biography

The Cookie Monster Day Care Center was a not-for-profit corporation founded in 1972 and incorporated on August 13, 1983 as the Cookie Monster Day Care Cooperative. The Center stressed parental involvement and participation in order to foster the educational, physical, emotional, and social development of preschool children. Curriculum included songs, stories, art work, finger plays, field trips, meals, naps, and other recreational activities. The Center was licensed and regulated by the Illinois Department of Children and Family Services.

Parental participation was encouraged by offering reduced rates for those who worked with the children and by enabling each member parent to sit on the Cookie Monster Board, the ruling body of the Center (volunteers and paid staff were non-voting members.) To be considered members, parents were expected to pay tuition in advance and participate in childcare shifts, meal preparation, and clean-up duties on a rotating basis. The Cookie Monster Board was responsible for general policy-making, membership, and the selection of officials. These officials included the directors (later titled executive director) who represented the Board to outside agencies and for legal purposes; the treasurer, responsible for the financial records of the Center; and the coordinators (later called teachers) who were responsible for the day-to-day operations of the co-op, the orientation of the new members, and later the curriculum.

Cookie Monster took part in several grant and contractual programs. Beginning in 1981, Cookie Monster participated in the Child Care Food Program, a federally-funded nutrition program administered by the State Board of Education, which provided free and reduced-price meals to in-need children. The Center also participated in a program through the Illinois Department of Public Aid, which compensated the Center for services provided to families in need of financial assistance.

The Center employed several staff members with funds provided by the Comprehensive Employment Training Act (CETA), and provided part-time employment to high school students who received academic credit for their work through the Cooperative Education Program administered by the Springfield Public Schools.

Cookie Monster encountered several problems during its history, including parental reluctance to fulfill their duties, financial difficulties, and parental and official complaints about child care and facilities; the Center closed on November 13, 1982.
