Executive Director's Report of the Illinois Board of Regents (1969-1995). The executive director's report contains budget information, new programs, staff analysis of university reports, legal information, and background data for Board meetings. Chancellor's Reports of the Illinois Board of Regents (1984-1995). The chancellor's reports contain budget information, new programs, staff analysis of university reports, legal information, and background data for Board meetings.
Proceedings and minutes of the Illinois Board of Regents (1967-1995), the governing body of NIU, ISU, and SSU; annual published volumes are compilations of the minutes including agenda for 1980-1982. This series contains budget appropriations requests, admissions committee (draft policies), agendas and background meetings, affirmative action report, member directories and listings, bidding and procurement, governing policy and by-laws of the BOR. Also included is the Report of the Joint University Advisory Committee on Governing Policies revisions (known widely as the Shuman report). NEPR reviews, presidential search committee, position descriptions for BOR staff, the report of the Board of Regents' visit to SSU, and the annual report from the Regency University System.
The Board of Regents Regulations File consists of copies of administrative regulations issued in notebook form, memoranda, users guide, index and superseded pages. Regulation subjects include: Board Committees, Freedom of Information Act, Programs and their approval, Long-range planning, faculty and administrative appointments, and financial affairs. Superseded pages have been kept for the Regulations notebook. Memoranda are from the Secretary of the Board of Regents to Board members and NIU Controller. Memoranda also includes a Sick Leave Benefits Summary from SSU Personnel Director to the university community. The user's Guide and Index includes Governance policies and the Regency Universities Act.

History
The Illinois Board of Regents started operations in July of 1970 after being created as a governing board by the 75th General Assembly for the then unnamed Sangamon State University, Illinois State University and Northern Illinois University. The first chair of the board was Norris L. Brookens. The Board of Regents continued operations until 1995 when governor Jim Edgar signed a bill that would abolish the Board of Regents and would merge Sangamon State University into the University of Illinois System, making it the University of Illinois Springfield. Today, the public universities of Illinois fall under the Illinois Public Higher Education Cooperative (IPHEC).
