Alumni SAGE Society Legacy Oral History Project Blackman attended at Sangamon State University in 1975 at the downtown campus and rarely spent time on the main campus because the only building at that time was Brookens library. He received his Masters in the Public Administration concentration of classes. Blackman participated in the public service internship program and worked in the Office of Manpower in Illinois state government under Governor James Thompson.
